Obituary

On Friday January 1, 2020, Herman Ernest Shipley Jr. passed away in his sleep at the age of 89 years. He was preceded in death by his beloved wife, Patricia. Their marriage spanned 59 years and was underpinned by a deep everyday love that was obvious to all observers. Herman was born in Johnson City, Tennessee and at age 8 moved to Rome, Georgia. Herman attended the University of Alabama and the Georgia Institute of Technology. He served from 1949 to 1951 in the Headquarters Companies of the 108th Airborne (Army) Division, the 4th Infantry Division and the 3rd Army. Herman started his career as a manufacturing engineer on the C-130 aircraft with Lockheed Corporation in the Atlanta area where he met Patricia Stewart. They were married in March 1960, and lived in California, Pennsylvania and Virginia as Herman's career progressed. Herman had high level positions with General Electric on the Minuteman III missile program, Aerospace Industries Association of America (AIAA), the President's Office of Management and Budget (OMB), NASA and as a consultant. He was particularly proud of his contributions at OMB and of the Executive Order he wrote concerning the government's procurement of major systems that was signed by President Ronald Reagan. He coined the terms "Unk-Unks" (unknown unknowns) in an industry study to describe the inherent uncertainty in major technological developments. Herman loved music. He played the euphonium and baritone in the "Million Dollar" marching band at the University of Alabama, in several Army bands, and in community concert groups. He encouraged all his children to learn instruments and often led family recitals. Herman and Pat had a wide circle of friends. They were gracious hosts and never happier than when surrounded by friends and family at dinners and barbeques. Herman was active in the community, serving as the Senior Warden at St. Peter's Episcopal Church and as President of the PTA at his children's elementary school in Arlington, Virginia. Early on, Herman and Pat played bridge and later he switched to cribbage. Even though he played competitively at one time and earned an award for obtaining a 29-point hand, he was always happy to introduce family and friends to the game. Prior to COVID, he started a cribbage club at their senior apartment complex. Herman and Pat enjoyed traveling around the country and the world, visiting such far-flung destinations as Venezuela, Austria, China, Japan, England, New Zealand and Singapore. After they moved to Albuquerque in 2003, Herman became a student of Southwestern history and they visited numerous ruins in New Mexico and neighboring states. Cruising became a favorite form of vacationing for them. Like his wife Pat, Herman supported his three children, Audrey, Andrew and Howard, in all their endeavors. He enjoyed his children's successes and commiserated with them in their disappointments. While the universe has become much emptier for them with his passing, his children are grateful for his long loving presence in their lives. Herman also enjoyed his eight grandkids - Alexander (Audrey & Al), Owen and Elle (Andrew & Laura) and Ryan, Olivia, Patrick, Maggie and Tommy (Howard & Liz). Herman always did right as he saw it. But he was understanding and not judgmental. A man of unquestioned integrity and stoic fortitude, he provided his children and grandchildren an honorable example of how to live. A memorial graveside service will be held for Herman on Monday, March 22, 2021 at 3pm at Southern Wisconsin Veteran Memorial Cemetery.
